Is ISO 45001 Certification Mandatory in Qatar?

Qatar Labour Law and Occupational Health and Safety Requirements: Qatar Labour Law No. 14 of 2004, particularly Chapter Ten (Articles 99–107), sets out employers’ responsibilities for occupational safety, health, and worker welfare. The law requires employers to inform workers about workplace hazards and how to protect themselves, take appropriate steps to prevent work-related injuries and illnesses, and provide suitable health and safety arrangements. Depending on the type of business and its activities, these responsibilities may include keeping equipment safe, providing protective measures, arranging first aid, maintaining workplace hygiene, and monitoring workers’ occupational health where applicable.
ISO 45001 helps businesses identify the legal requirements that apply to them, understand workplace risks, put preventive measures in place, and check whether their safety practices meet those requirements. An ISO 45001 certificate does not replace mandatory workplace safety measures, legal responsibilities, or regulatory inspections.
2. Qatar Heat-Stress Regulations — Ministerial Decision No. 17 of 2021: Qatar’s Ministerial Decision No. 17 of 2021 sets out requirements to protect workers from heat stress while working. Under the decision, covered outdoor work is prohibited between 10:00 AM and 3:30 PM from 1 June to 15 September. Employers must also take appropriate steps to manage heat-related risks. These may include assessing working conditions, training workers, providing protective measures, monitoring health, and ensuring suitable rest and access to drinking water. Work must stop when the Wet Bulb Globe Temperature (WBGT) index exceeds 32.1°C, even if it is outside the usual restricted working hours.

3. ISO 45001 Requirements for Qatar Government Tenders: Some government projects, contractor approval processes, and supplier prequalification procedures may require ISO 45001 certification. Qatar’s Ministry of Finance manages government supplier and service-provider classification. However, supplier classification and ISO 45001 certification are separate requirements. Businesses should review the requirements of each tender to confirm whether ISO 45001 certification, an accepted equivalent certificate, or other evidence of workplace safety management is needed.
4. ISO 45001 Requirements for Ashghal Projects: Qatar’s Public Works Authority, Ashghal, includes occupational health and safety certification in certain subcontractor prequalification procedures. Its October 2025 prequalification-renewal checklist asks specified subcontractors, service providers, and system integrators to provide valid, traceable ISO 45001:2018 certification or an accepted alternative or equivalent certificate. The checklist also asks for supporting documents related to the applicant’s proposed work, including an updated Inspection and Test Plan (ITP). These requirements apply to the specified renewal categories and do not mean that every Ashghal tender requires ISO 45001 certification. 5. ISO 45001 and QatarEnergy Contractor HSE Requirements: QatarEnergy sets health, safety, and environmental expectations for contractors through its corporate HSE management framework. Its Corporate Standard for Managing HSE in Contracts requires suitable HSE management arrangements for contractors and identifies certification to internationally recognised standards, including ISO 45001, as preferable.
